一 | 부동산 프리즘추가 1채, 일반가로 분양 추진"조합이 약속 뒤집어" 반발 거세 하반기 착공이 예정됐던 서울 동작구 노량진4구역(조감도)이 조합원 ‘1+1 분양’ 조건 변경을 둘러싼 갈등으로 내홍에 휩싸였다.26일 업계에 따르면 노량진뉴타운 4구역 조합은 관리처분계획 변경 인가를 추진하면서 1+1 분양 조건을 조정하기로 했다. 1+1 분양은 대지 지분이 많은 조합원이 새 아파트 2채를 받는 제도다. 조합은 2022년 두 채 모두를 조합원 분양가로 공급하는 관리처분계획을 수립해 인가받았지만 최근 1채는 조합원 분양가, 나머지 1채는 일반분양가에 준하는 수준으로 공급하겠다는 입장으로 선회했다.노량진4구역은 단지 가치를 높이기 위해 착공을 미루고 대규모 설계 변경을 추진해 왔다. 기존 지하 5층~지상 30층, 11개 동, 844가구에서 지하 5층~지상 35층, 8개 동, 835가구로 조정됐다. 용적률은 248%에서 273%로, 주차 대수는 1035대에서 1336대로 늘었다. 전용면적 60㎡ 이하 소형은 230가구로 108가구 줄이고, 전용 85㎡ 초과 중대형은 0가구에서 159가구로 확대했다. 지난 6월 사업시행계획 변경 인가를 받은 뒤 관리처분계획 변경 인가를 준비 중이다.갈등은 최초 관리처분 인가 이후 집값과 공사비가 크게 상승하면서 불거졌다. 조합은 사업성 확보와 조합원 간 형평성을 이유로 조건 변경이 불가피하다는 입장이다. 추가 1채를 일반분양가 수준으로 공급하는 것이 정당하다는 법원 판단이 이어지고 있다는 점도 근거로 제시했다.1+1 분양 대상 조합원들은 강하게 반발하고 있다. 구청에 탄원서를 제출하고 법적 대응을 검토 중이다. 기존 약속을 뒤집는 것은 신뢰를 훼손하는 것이며, 분쟁이 장기화할 경우 사업 지연으로 피해가 커질 수 있다는 주장이다.유사 사례도 있다. 서대문구 북아현2구역과 동작구 흑석11구역은 1+1 분양을 둘러싼 갈등으로 소송과 사업 지연을 겪었다. 다만 두 사업장은 관리처분계획 인가 이전에 제도를 조정했다는 점에서 차이가 있다. 북아현2구역은 1+1 분양을 취소했고, 흑석11구역은 추가 1채 가격을 일반분양가의 95% 수준으로 책정했다.。
